The Division of Mental Hygiene of the New York City Department of Health and Mental Hygiene is recruiting a Health Technology Research Associate for the title City Research Scientist III. He/she will work in the Bureau Systems Strengthening and Access (BSSA) under the supervision of the Director of Strategic Methods and Analytics unit of the Mental Health Innovation Lab. This position will be part of a team of data scientists identifying and managing tools for rapid data collection and enhanced measurement and analytics.
It is the mission of the BSSA to drive innovation and scalable solutions in behavioral health policy, practice and research in support of new and existing initiatives, and to enhance the ability of the Division to respond to and lead substantial changes in the delivery, payment, and policy environment surrounding mental health care services throughout the City of New York.
The Innovation Lab is a recently created unit within BSSA intended to develop better ways of capturing mental health needs and gaps, as well as direct technical support and spread for quality improvement and implementation science practices for the purpose of adopting and evaluating high-impact public mental health practices in the community.
You will: -- Apply knowledge of the current health technology landscape and explore promising technologies such as web-based applications and mobile information management platforms that improve population mental health outcomes and data gathering as well as accelerate use of integrated community-based self-driven care and prevention models.
-- Explore and apply new methods for measuring Medicaid managed care impact, innovative surveillance methods, data collection and mapping tools, application of big data methods, and new metrics for measuring need, impact and outcomes of mental/behavioral health services.
-- Help provide technical assistance to ongoing evaluations within the Division.
-- Thrive in a busy work environment that requires coordination of multiple activities and the judgment and flexibility to reprioritize to accommodate emergency request
Minimum Qual Requirements
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health. To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or 2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or 3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
NOTE: Probationary Period Appointments to this position are subject to a minimum probationary period of one year.
