The Women Veteran Program Manager (WVPM) provides administrative and programmatic leadership for the duties involved in providing diagnostic and treatment services for services for women Veterans, implements services and provides oversight to ensure that identified needs are met. The WVPM executes comprehensive planning for women's health issues and organizational initiatives that improves the overall quality of care provided to Veterans and caregivers and achieves program goals and outcomes. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Social workers must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3j, this part. Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to the CSWE website to verify if that social work degree meets the accreditation standards for a master of social work. Licensure: Person hired or reassigned to social worker positions in the GS-185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-12 Experience, Education and Licensure: Individuals assigned as social worker program coordinator or manager must be licensed or certified at the advanced practice level. Their experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. They may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. In addition, the candidate must demonstrate the professional KSAs below. The incumbent must have: (1) Demonstrated commitment to an interdisciplinary approach to care delivery (2) Documented ability to coordinate a broad continuum of programs (3) Management experience with strong administrative and interpersonal skills Preferred Experience: Women's Health experience References: VA Handbook 5005/120, Part II Appendix G39, and Social Worker Qualification Standard GS-185 Veterans Health Administration. The full performance level of this vacancy is GS-12. Physical Requirements: Light lifting (under 15 lbs.); light carrying (under 15 lbs.); reaching above shoulder; use of fingers; walking (intermittent); standing (intermittent); hearing (aid permitted); clear speech. The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking, standing, bending and carrying of light items like papers or books. ["Duties include but not limited to:\nWrites and updates a women's health strategic plan incorporating all new initiatives agreed upon in the Women's Health Committee. Ensure timeliness and equity of access to all women's health primary, specialty and mental health services including comprehensive women's health, gynecology, e-consults, and Community Based Outpatient Clinic (CBOC) women's health consults, pelvic floor physical therapy and women's health social work. Plan for the establishment of new specialty, mental health or primary programs and the expansion of existing programs to meet the needs of women Veterans who are currently seeking care within the facility and the increasing number expected to do so. Provides direction and oversight to medical center and Community Based Outpatient Clinics (CBOCs) women's health programs in accomplishing their role by ongoing communication, visits, education and refinement and clarification of standards and goals of practice. Chairs and writes minutes for the Women's Health Committee and the Women's Health Liaisons Committee and serves on various advisory committees including SARRTP, Health Disease and Prevention, homeless, transition team, environment of care and privacy. Ensures inpatient and outpatient mental health treatment is patient centered and diverse for military sexual trauma; LGBT; PTSD; pain; depression; anxiety; drug and alcohol concerns; eating disorders; and marriage and family issues. Individual, group, and couples' therapies are evidence-based as well as open to complimentary alternative treatments which may have gender variations. Works closely with Non-VA Care, Choice program and Community Partners to ensure outsourced care is scheduled in a timely manner including maternity, gyn oncology, infertility, genetic counseling, and mammography. Keeps current of and applies for women's health grant opportunities and manages projects as funding is granted. Manages rural health pelvic floor and maternity care telephone grants until expiration of grant including budget and Office of Rural Health (ORH) Management & Analysis Tool (OMAT) reporting. Provide oversight and leadership in improving and sustaining the quality and effectiveness of care delivered to women Veterans.
