The Intimate Partner Violence Assistance Program Coordinator (IPVAP-C) is a Licensed Professional Mental Health Counselor/Licensed Professional Counselor Program Coordinator whose primary responsibilities are to provide clinical evidence based services including, assessments & interventions; program development; Veteran, family, Caregiver & staff education on domestic violence & intimate partner violence; outreach; resource development; quality improvement activities; & evaluation/consultation. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. CACREP defines the date when graduates are considered to have graduated from a CACREP accredited program. Additional information may be obtained from http://www.cacrep.org/directory/. NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling. Licensure. Persons hired or reassigned to LPMHC positions in the GS-0101 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates. Licensed Professional Mental Health Counselor (Program Coordinator), GS-12 Experience, Education, and Licensure. In addition to the basic requirements, candidates must have at least one year of progressively complex experience equivalent to the GS-11 grade level. Experience must have been in a major specialty treatment program area such as, but not limited to, Post- Traumatic Stress Disorder (PTSD), mental health intensive case management (MHICM), or other areas of equivalent scope and complexity. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Demonstrated Knowledge, Skills, and Abilities. In addition to meeting the KSAs for the GS-11 grade level, the candidate must demonstrate all of the KSAs below: In depth knowledge of the program coordinated, and demonstrated knowledge and ability to write policies procedures and or practice guidelines for the program. Ability to make key decisions in the hiring and identification of top candidates. Ability to provide leadership in facilitating the process of coordinating program consults, assessments, admissions, care assignments and discharges. Ability to provide subject matter consultation to other colleagues and trainees within the field of counseling working on an interdisciplinary team. Preferred Experience: Experience working with victims and perpetrators of domestic and intimate partner violence. The incumbent must be a skilled communicator capable of developing effective partnerships with local, state and federal agencies as well as non-governmental organizations. The IPVAP-C develops and implements the Domestic Violence/IPVAP and insures compliance and collaboration with local facility and the VA Central Office Domestic Violence/IPVAP initiatives. Administers information and analytical systems to evaluate and enhance the quality of service provided to Veterans, families, Caregivers and VA employees impacted by intimate partner violence (IPV). The incumbent participates in direct Veteran, family, Caregiver, and VA employee contacts to identify and assess risk, safety, supports and the development and application of directed clinical treatment interventions. Creates educational tools, develops programs and implements training focused on specific IPV needs/issues. Provides education and in-service training to VA WCHCS employees, Veterans, families and Caregivers. Conducts Veteran, family, Caregiver and VA employee interventions to facilitate the identification of domestic violence/intimate partner violence, psychiatric illness, emotional distress and social needs as treatment issues. Professional judgment, including the knowledge of normal and abnormal behavior, is an inherent competency applied in daily interactions with clients. Provides referrals to VA medical and mental health treatment and to other VA services including VA benefits, as well as community-based social services and other non-VA entitlement programs. Serves as the major consultant for information on negotiating the complex processes Veterans, their families, Caregivers and VA employees encounter when interacting with government and community agencies. Stays abreast of current federal and state legislation directed at Veterans, their family members, caregiver and/or VA employees who experience and/or use IPV. The incumbent will maintain a knowledge base of current theory and treatment modalities by reading professional journals, attending conferences, clinic seminars and teleconferences, and materials distributed through VA and private sector sources. Collaborate with the Patient Aligned Care Team (PACT), Mental Health, and Geriatric and Extended Care clinicians to provide Veteran and staff education on domestic violence/IPV. Coordination will include hands-on support group work involvement, and training of PACT social work staff in the development and facilitation of such groups.
