As a member of the Medical Service which includes consultant responsibilities within Geriatric and Extended Care (GEC), the incumbent provides direct clinical services to accomplish the missions of the Aleda E. Lutz VA Medical Center (Saginaw VAMC). Incumbent will provide primary and specialty physiatry, chronic pain management services and consultations for outpatient and inpatient Veterans receiving care in the Saginaw VAMC. To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. Proficiency in spoken and written English. Additional Requirement: Preferred Experience: Board Certified or Board eligible in Physical Medicine and Rehabilitation. Physical Requirements: The position is primarily active, with sedentary activity and some bending, walking and stooping required. ["Incumbent will provide primary and specialty physiatry, chronic pain management services and consultations for outpatient and inpatient Veterans receiving care in the Saginaw VAMC. He/she ensures the quality and timeliness of the services provided, customer satisfaction, as well as compliance with standards of accrediting bodies such as The Joint Commission (JC), Commission on Accreditation of Rehabilitation Facilities (CARF) and the Inspector General's (IG) Combined Assessment Program (CAP), as well as other regulatory and inspection bodies/agencies that collaborate with VHA. He/she ensures appropriate use of the available resources and is responsible for standard of care as a Staff Physiatrist. He/she collaborates with other services as appropriate and on ongoing basis. Appropriate standard of care, as well as patient and internal customer satisfaction are paramount as part of the main focal requirements of the position. FUNCTION The Staff Physiatrist will be a physician, board certified or board eligible in Physical Medicine and Rehabilitation, having completed an appropriate residency (and possibly a relevant Fellowship); Certification in Pain Management highly desired. This Physician will be responsible for the following tasks: Core Functions and Scope: Incumbent will have completed training and/or certification in the areas listed below: 1. General competence in musculoskeletal evaluation and management to include recommendations for further testing, treatment and surgery. 2. General competence in a variety of EMG, NCS and other diagnostic studies of nerves, muscles, bones and vessels as needed to evaluate and manage Veteran's needs. 3. Expertise or willingness to acquire expertise in the management of acute and chronic pain conditions with coordination of care with Primary Care Providers, Physical Therapists/Occupational Therapists, Behavioral Therapists and other Mental Health professionals within the context of the Patient Aligned Care Team (PACT) model. 4. Specific competence in the diagnosis and management of Traumatic Brain Injury (TBI) disorders including certification for TBI exams in C&P, Seamless Transition, and consultations. 5. Performs the role of SCI provider and assists the SCI team in providing care to Veterans with spinal cord injury. 6. Serve as a consultant to CLC providers to manage inpatient rehab unit. 7. Competence to evaluate rehab consultations with regard to current guidelines for admission to CLC. 8. In addition to providing direct patient care, incumbent also provides patient and family education, staff education, and consults and collaborates with other health care providers. 9. Evaluates programs and/or service activities using professional standard of care and practice,and adheres to the requirements of Saginaw VAMC and GEC standards. 10. Participates in various medical center committees, departmental and hospital in-service and other educational programs including external sources. 11. Participates in continuous quality improvement through peer review process. 12. Participates in the planning and implementation of Performance Improvement/Quality Management programs, including CARF Accreditation. 13. Involved in formulating and implementing general policies, procedures, standards and goals and objectives for GEC that are consistent with, and support the mission of Saginaw VAMC and VISN 10.
