The Supervisory Social Worker has significant personnel management responsibilities for a medium size professional and non-professional staff, including support staff and professional staff at the GS-12 grade level and below. The Supervisor is responsible for the professional and administrative management of the Specialty PACT program in the Social Work Service within Phoenix VA. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Have a Master's Degree in Social Work from a school of Social Work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of Social Work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A Doctoral Degree in Social Work may not be substituted for the Master's Degree in Social Work. Verification of the degree can be made by going to the CSWE website to verify that the Social Work degree meets the accreditation standards for a Master's of Social Work. Licensure. Persons hired or reassigned to Social Worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice Social Work at the Master's Degree level. English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). Grade Determinations: Supervisory Social Worker, GS-12 Education and Experience. One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: Ability to independently organize work, set priorities, and meet multiple deadlines. Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. Ability to ensure provision of clinical social work services. Ability to provide staff training and development. Skill in interpersonal relationships in dealing with employees, team leaders, and managers. References: VA Handbook 5005/12, Part II, Appendix G39 Physical Requirements: Traveling throughout the medical center and the community is required, as is performing activities involving sitting, walking, and standing, bending and carrying such items as books, papers, and files. In carrying out responsibilities it may be necessary for the incumbent to travel into the community where he/she conducts interviews with the Veterans, their families, representatives of the community. The incumbent must possess current driver's license and drive a government vehicle in carrying out professional duties when deemed necessary ["Duties include, but are not limited to : Supervise a group of employees performing work at various GS levels up to their own grade and provides administrative, technical, and clinical supervision necessary for accomplishing the work of the unit Establishes guidelines and performance expectations for staff, clearly communicated through the formal employee performance management system Observe workers' performance; demonstrate and conduct work performance critiques; Provide informal feedback and periodically evaluates employee performance Works to resolves informal complaints and grievances Develop work improvement plans, recommending personnel actions as necessary. Effects disciplinary measures as appropriate to the authority delegated in this area Provide advice and counsel to workers related to work and administrative matters Review and approve or disapprove leave requests Assure that subordinates are trained and fully comply with the provisions of the safety regulations Administratively responsible for a clinical program providing treatment to Veterans in a major specialty area Oversee daily operation of the program, developing policies and procedures for program operation, and prepare reports and statistics for facility, VISN and national use Responsible for developing and monitoring staff compliance with practice, standards and guidelines on documentation, workload, data entry, ethical practice and service delivery Provide analysis and evaluation of clinical program data to identify system-wide trends and needs to enhance the quality of service Administratively responsible for clinical programming Provide leadership, direction, orientation, coaching, in-service training, staff development and continuing education programs for assigned staff Initiate and conduct a variety of program or service audits and reports, including productivity assessments Oversee program operations and evaluations, identifying areas for improvement, gathering relevant data, assessing the data, developing and implementing ideas for improvement and evaluating efficacy of improvement efforts Develop, implement, evaluate and report on program performance; including assigned measures, monitors, data and other metrics of interest Provide direct care services as needed Provide independent and expert clinical psychosocial and case management services in a specialized area of practice to Veterans who tend to have serious and severe crises, may lack any familial and community support, may be poor self-monitors, may frequently fail to comply with instructions or treatment, or may have major deficits in coping skills and require continuing professional psychological support Perform a wide range of services and provide technical assistance to State, local, and private agencies, and universities Perform program analysis, development, review, research, design, and contact work as possible with various agencies (public, DOD, state, etc.) Work Schedule: Monday - Friday, 8:00am - 4:30pm Telework: Available for highly qualified candidates, upon approval by the supervisor.
