This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to the CSWE website to verify if that social work degree meets the accreditation standards for a master of social work. Licensure: Persons hired or reassigned to social worker positions in the GS-185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found on the OHRM website. English Language Proficiency: Social workers must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3f. Grade Determinations: GS-13 Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as a Supervisory Social Worker must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:(a) Ability to independently organize work, set priorities, and meet multiple deadlines.(b) Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.(c) Ability to ensure provision of clinical social work services by supervised social workers.(d) Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion.(e) Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service.(f) Ability to provide staff training and development. In carrying out responsibilities it may be necessary for the incumbent to travel into the community where he/she conducts interviews with the veterans, their families, representatives of community health and welfare agencies and law enforcement agencies. ["The individual is responsible for the general oversight and management of the Mental Health operations at multiple Community Based Outpatient Clinics (CBOCs) within the White River Junction Healthcare system. The individual is responsible for all Behavioral Health services and programming at the CBOCs for which they oversee including Specialty Mental Health, Primary Care Mental Health Integration (PCMHI), General Mental health, and Substance Use disorder Services. Responsibilities are complex in scope, involving direct and indirect recruitment of MH positions and oversight/ supervision of the mental health staff (including psychologists, social workers, peer specialists, and prescribers). In addition, this individual will provide direct clinical services within the Mental Health Service Line. This position is a Program Manager located within the Mental Health Service of the White River Junction VA Healthcare System in Vermont. This position has broad program management responsibilities which include the operation and management of key clinical, training, and administrative programs. Responsibilities include development and implementation of programs, policies, and procedures; oversight of administrative and programmatic resources; and monitoring of outcomes using a data driven quality assurance process. This manager's decisions affect staff and other resources associated with the programs managed and are made while exercising wide latitude and independent judgment. This manager position plays an important role in CBOC staff representation/voice at the senior management level where resources across the entire department are discussed. In addition, the CBOC Program Manager has supervisory responsibility for subordinates. Thus, this manager also has line and staff authority for resource allocations within the area of responsibility and ensures the efficient operation of the organizational unit. Responsibilities include supervision of staff, professional management, and administrative responsibilities that are complex in scope and that constitute a significant component of the medical center. In addition to administrative obligations in the overseeing of the CBOC MH programming , the individual is assigned clinically to the Mental Health Service line. This individual provides behavioral health clinical services commensurate with their experience, and license. The candidate is expected to have specialized training and competencies in Evidence Based Psychotherapies. The areas of clinical work will be based not only on departmental patient needs, but also the experience and interest of the candidate.
